MUTUAL RECOGNITION BETWEEN AUSTRALIAN AND
SRI LANKAN ACCOUNTING BODIES
The National Institute of Accountants （NIA） and the Institute of Chartered Accountants SriLanka （ICASL） yesterday （17 September）signed an agreement to mutually recognise the professionalism andstanding of their members.
The agreement was signed by ICASL president Nishan Fernando and NIA chief executiveofficer Andrew Conway in Sri Lanka.
Andrew Conway said that the accounting industry, with its international standards, allowedaccountants to work around the globe and this mutual recognition between the institutes wouldhelp facilitate this.
“This agreement grants members of both institutes the eligibility of admission to the other body, paving the way for Australian accountants to practise in Sri Lanka or vice-versa.
“Each body will undertake to promote the transfer of skills and knowledge between members vof each institute through study tours, joint conferences, seminars and congresses and other professional development activities,” he said.
Both the NIA and the ICASL are full members of the International Federation of Accountants （IFAC）. The NIA have over 22,000 members and students with seven offices throughout Australia as well as offices in Beijing and Kuala Lumpur. The ICASL has over 3500 members and over 25,000 registered students. The institute is the sole accounting and auditing standards setting authority in Sri Lanka.
The University of Southern Queensland provides a distance-learning program in Sri Lanka which is offered by the ICASL. Australia enjoys warm bilateral relations with Sri Lanka, underpinned by trade and investment flows, education, immigration and development cooperation. Education plays a significant role in the relationship between the two countries with Australia the leading provider of tertiary education services to Sri Lanka.
澳大利亚和斯里兰卡会计专业团体互认
澳大利亚国家会计师协会（NIA）与斯里兰卡特许会计师协会 (ICASL) 昨日（9月17日）签署协议，双方互认协会专业性及会员地位。
该协议是ICASL协会主席尼山•费尔南多（Nishan Fernando）先生与NIA全球总裁安德鲁•康威（Andrew Conway）先生在斯里兰卡签订。
Andrew Conway 表示会计行业的国际标准，允许会计师在全球各机构间执业；各国会计机构间的行业互认将有助于会计师的国际执业。
“该协议赋予双方会员对方机构的入会资格，从而为澳大利亚和斯里兰卡的会计师跨境执业奠定了基础。”
“双方机构将通过共同举办互访考察，联合会议，学术交流，座谈会及其他形式专业发展活动，以促进双方会员知识与技能的相互学习与切磋。”Andrew Conway 表示。
NIA与ICASL都是国际会计师联合会 (IFAC)的全会员资格成员。NIA拥有22,000多名会员及学员，在澳大利亚设有7个大区办公室， 并在中国北京和马来西亚吉隆坡设有代表处。ICASL拥有3,500多名会员和25,000多名学生会员。ICASL是斯里兰卡唯一权威会计及审计标准制定机构。
南昆士兰大学为ICASL提供了一个斯里兰卡远程学习计划。澳大利亚与斯里兰卡双边关系融洽，双方贸易与投资往来、教育、移民与发展方面有良好合作。其中教育合作在两国关系中发挥了重要作用：澳大利亚是斯里兰卡高等教育主要提供方。
Recognition of NIA members - what to do now
MNIA members of the NIA are eligible to be admitted to as an associate member of the ICASL.
Professional (PNA) and fellow (FPNA) members of the NIA are eligible to be admitted as a fellow member of the ICASL.
In each of the categories of membership the ICASL may also require the completion of examinations or bridging programs in company law and taxation law for NIA members wishing to enter public practice in Sri Lanka.

Recognition of ICASL members - what to do now
Associate members of the ICASL who have completed all required ICASL professional exams and Practical Training with an approved training organisation are eligible to be admitted as a full member (MNIA) of the NIA.
Fellow members of the ICASL are eligible to be admitted as a professional member (PNA) of the NIA.
In each of the categories of membership the NIA may also require the completion of examinations or bridging programs in Australian company law and Australian taxation law for ICASL members wishing to enter public practice in Australia.
The annual full year fee for members at MNIA and PNA levels is AUD475. A nomination fee of AUD130 may also apply. An annual public practice fee of AUD$390 is also payable as relevant.
对NIA会员的认可-现在该做什么
NIA的MNIA级别会员将被认可为ICASL的Associate级别（初级）会员。
NIA的PNA及FPNA级别会员将被认可为ICASL的资深会员。
NIA会员如果想在斯里兰卡进行执业，按照规定，成为ICASL会员后，仍需完成《公司法》和《税法》两门考试或补充学习。（备注：指斯里兰卡当地的《公司法》和《税法》）

对ICASL会员的认可-现在该做什么
ICASL的Associate级别会员，如已完成ICASL专业考试及培训机构提供的执业培训课程，将被认可为NIA的MNIA级别会员。
ICASL的资深会员将被认可为NIA的PNA级别会员。
ICASL会员如果想在澳大利亚进行执业，按照规定，成为NIA会员后，仍需完成《公司法》和《税法》两门考试或补充学习。（备注：指澳大利亚当地的《公司法》和《税法》）
MNIA及PNA级别会员的年费为475澳元，提名费为130澳元，还应支付相关的公共执业费用390澳元/年。
